## Install
1. Back up the Phase 5 database.
2. Upload this build over the Phase 5 application.
3. Sign in as Super Admin.
4. Open `upgrade_phase6.php` and run the database upgrade once.
5. Open `hr_compliance.php`.

The upgrade uses CREATE TABLE IF NOT EXISTS and does not delete existing Phase 5 data.

## Important
This phase is an ERP web foundation. It is not a substitute for jurisdiction-specific vetting/licensing rules. File storage, document malware scanning, automated expiry notifications, full site-specific mandatory requirement enforcement, and production-grade mobile/background services remain hardening work.
